Why Health Research?
Health has been defined as “a state of complete physical, mental and social well-being and not merely the absence of disease” (World Health Organization). It is not surprising, therefore, that good health is high on the list of aspirations of people everywhere. And it is appropriate that health is recognized as a human right in a wide range of global conventions and treaties, including the Universal Declaration of Human Rights, and in national constitutions and policy.

In the spring of 2005, the Global Forum for Health Research, the Council
on Health Research for Development (COHRED) and the UNICEF/
UNDP/World Bank/WHO Special Programme for Research and Training
in Tropical Diseases (TDR) agreed to collaborate on a project to define
practical ways in which health research capacity strengthening (RCS) can be
systematically operationalized to improve the performance of national health
research systems, particularly in low- and middle-income countries (LMICs).
