Develop a plan of work with:

• Encourage government support to the research agenda – i.e. a dedicated budget line for health research
• Organise funders’ conference to communicate and get buy in the research agenda
• Encourage researchers to focus their efforts on priority areas: i.e. through call for proposals
• Create regular opportunities for updating the research agenda in light of new evidence and arguments, or in response to new health problems
• Create open appeal mechanisms for challenge and dispute resolution regarding defined agenda
