Rewarding talent: Why research institutions should reward talent and enthusiasm, not only seniority

Last month Uganda held its maiden President’s Science Awards ceremony as a significant effort in recognising the often unsung heroes in the sciences.

President Museveni pledged that the country’s scientists would receive higher remuneration compared to other public servants, partly to discourage them from seeking a higher salary abroad.

Like Uganda, many African and Asian countries have suffered the loss of health care workers such as nurses to northern labour markets in the past decade. The health research sector faces the same realities.

Research communication needs to go beyond the t r ansl a t i ng and repackaging of technical and scientific information for different types of users.

Recent consultations with professionals in health research and policy, civil society, science communication, the media and have helped COHRED design a broader approach to research communication. What factors influence health research agendas in developing countries

Two factors hinder the development of effective health research angendas in many developing countries. National health and research communties lack clear national health research directions, mechanisms, agendas and the research governance and management systems needed to develop, communicate and implement them. On their side, international health and health research programmes and donors can distort country research agendas and undermine national research systems.

Debate on Health Research at the 59th World Health Assembly Research for Health Briefing 3, June 2006.

The 59th World Health Assembly (WHA) took place in Geneva from 22 to 27 May 2006. Following up from the Executive Board discussions of last January, health research was addressed in two points of the WHA agenda: “Intellectual Property Rights” (agenda item 11.11) and “WHO’s Role and Responsibilities in Health Research” (11.13).

Expertise and support for country needs

COHRED’s primary activity is to support national health research systems development.

COHRED works with countries to build the skills and systems needed for this essential research and does this by partnering with governments, research institutions, and local communities, building on expertise from around the world.

In the past 15 years of working on Essential National Health Research and building capacity in support of health research systems, COHRED has developed approaches, services and tools that are available to all those involved in national health research.

National Health Research: Background report and survey data

The study builds upon the work of previous studies1 with the following aims: 1) to identify key factors influencing health research agendas in Cuba, Cameroon, The Gambia, Lao PDR, Nicaragua, and Philippines, and 2) to elicit recommendations from key stakeholders that will lead to a more equitable balance between the health research needs of these low-middle income countries (LMICs) and the allocation of health research funding by domestic and international agencies.
