Description: The Asia and Pacific Forum for Health Research met in Bali, Indonesia (November 2001) to:
* review the experiences and lessons learnt from the ENHR movement
* examine the evolving framework of the national health research system
* interact with global development agencies about ways to assess and improve national health research systems
* define the next steps to be undertaken by the Asian and Pacific Health Research Forum. The Forum aims to be truly responsive to the needs of countries in the region in strengthening health research systems towards working for equity in health development.

The report provides information about the history of the ENHR network in Asia, the Asian consultative process leading to the International Conference on Health Research for Development (October 2000, Bangkok) and reports on the main recommendations from the meeting. The meeting concluded that a constructive engagement of constituencies in improving the national health research system performance is important, that a balance between a constructive process and evidence based action is needed, and that national needs must remain priority.
