Description: These are the proceedings of a workshop held in Kampala (March 1998) on ENHR in District Development. The workshop drew on experiences of countries that have used the ENHR strategy in some form or another at the sub-national level. Effective aspects of lessons learned have been indentified, and strategies for dealing with barriers to effectively implement ENHR at district level have also been suggested to provide guidelines that can assist countries to develop, articulate and implement their own district health research agenda.
