Description: In December 1994 the new Department of Health took the initiative by organising a national meeting of stakeholders in research to plan the implementation of ENHR. Subsequently in March 1995, the Minister of Health appointed a committee to elaborate on the recommendations of the ’94 workshop. The contents of this report responds to the mandate granted by the Minister of Health.
The major recommendation of this report is the development of an evaluation tool, not only for the ENHR process but also for the outcomes as regards the effects on health indicators.
