Health for All in CCEE/NIS – the policy environment

Topic: A Background Paper for the Plenary Session of the European Health Policy Conference (Coepnhagen 5-9 December 1994)

Author(s): Dr Peter Makara

Description: The learning brief focuses on the process which took place to develop the Ghanaian – Dutch Research Cooperation Programme, and on the lessons learned from this process. The programme argues that demand-driven health research can be effective and possible if all stakeholders in the process can agree on the national organisation of a programme for health and development. Such a programme would stimulate a research agenda based on societal needs, which in turn would steer research for development.
