Description: This preliminary report from a case study in Pakistan suggests that capacity building efforts in the country have mostly been on developing a ‘critical mass of researchers’. Not enough emphasis has been placed on the utilisation of trained personel and the creation of an enabling environment to maximise their contribution to research and development. The preliminary data indicates that a significant proportion of those trained in the study period are either out of the country, or working within Pakistan on jobs not related to their training.
