Description: The author argues that a knowledge-based health system cannot afford to have a fragmented health research system without well-defined priorities. A crucial challenge for the future health system is its ability to bring about the positive aspect of health improvement rather than the usual concern of providing health services access, aimed primarily at correcting negative health status. Building up the health research system for good health, therefore poses a double challenge to any health sector reform movement and should be an integral part of any reform agenda.
