Consultative Visit to Egypt – a Summary

Topic: African consultative process, in preparation for the International Conference on Health Research for Development (Bangkok, 2000)

Description: This paper describes the Science and Technology system in Brazil, including the coordinating and funding mechanisms, the resource flows for S&T and, specifically, for health research, the priorities and the existing capacity (including number of scientific publications and quotations) for research.

The main challenge for the research system in Brazil remains the need for an improved coordinating mechanism between sponsorship granted at federal, state and municipal levels and the internal initiatives of the Ministry of Health. Currently plans are under study for the creation of a Sectoral Fund that may guarantee backing to priority and strategic health research efforts. The sources of financing for this fund are still under review, however, there is a strong indication that it will involve the taxing of tobacco and alcoholic beverages. The idea of a self-sponsored agency, within the Ministry of Health, for management of the whole system and directly allocating funds from the Health Fund could be a scenario for the future.
