Description: Two factors hinder the development of effective health research angendas in many developing countries. National health and research communties lack clear national health research directions, mechanisms, agendas and the research governance and management systems needed to develop, communicate and implement them. On their side, international health and health research programmes and donors can distort country research agendas and undermine national research systems. These global health partners pay insufficient attention to national priorities as they design and implement their programmes.
