In 2007 COHRED worked with some 30 countries on national health research system strengthening.

- Advice and input to national plans
- Policy development
- Guiding assessments of national health research systems
- Priority setting processes
- Facilitating regional consultations for learning between countries
- Donor alignment and harmonization of health research programmes
- Responsible programming of vertical health initiatives
