Key action areas
assessment of types of data, information and knowledge, which could provide the basis for informed decision-making in support of health sector reform.
Encourage creation of a critical mass of professionals skilled in the producing, managing and using such a knowledge base.

Strategies
Health Research Profile of Tajikistan
The profile will include information on the current health and health research system; available human resources, gaps and needs; type of health research conducted; relevance of current research agenda to priority health needs of the population; use of research in health policy and planning.

Development of Tajik future health research leaders
A cross-discipline study team from the Tajik health sector will execute the study. They will design and execute communication activities and distill policy-relevant material from the process, in a mentoring process with senior professionals in Tajikistan and at COHRED. The team will meet with policy makers as part of the project and present results and recommendations, to colleagues and at the European Public Health Conference and the Global Forum on Health Research in 2006.

Information and Policy Shaping Campaign.
The team will project recommendations for action to policy makers in Tajikistan at several levels. National actors will be briefed on baseline results, which will provide a guide on why and where to invest in research; how to attract investments from international agencies. A national level briefing is planned to involve key actors in analyze results and recommendations, and defining next steps.

Learning Framework and Sharing of Experience
A series of learning exchanges and interactions will take place as a part of the project – within the project team, between the project team and key actors in Tajikistan, and with counterparts in other Central Asian Republics.
